Scope note

Use only generally for official residences of foreign ministers. When such residences include offices for ministers appointed primarily to oversee and protect the home country's economic interests in a host country, use "consulates," but use "embassies" when the offices and residences are for ministers called ambassadors appointed to implement items of international foreign policy in a host country.
